On June 22, 2018, the National Maritime Center published the “Guidelines for Qualifications of Personnel for Issuing STCW Endorsements for Basic and Advanced Polar Code Operations.”  The International Code for Ships Operating in Polar Waters (Polar Code) entered into force January 1, 2017.  Amendments to the STCW Manila Code of 2010 require compliance with the Polar Code, which enters into force July 1, 2018.  While the Polar Endorsements are not currently required by Coast Guard regulations, vessels subject to foreign port state control actions need to be aware that their vessels are subject to actions, including detention, if mariners are not compliant with the STCW Convention and Code.  For details, read USCG Policy Letter 2-18.
