International Seamen's House Antwerp (BE) People who are familiar with the Antwerp harbour area undoubtedly know the INTERNATIONAL SEAMENS' HOUSE at the Falconrui.

ICSW An international charity dedicated to the relief of need, hardship or distress among seafarers of all nationalities, races, color and creeds, irrespective of gender.

Apostleship of the Sea The Apostleship of the Sea, as part of Stella Maris, is dedicated to the welfare of seamen.  This site lists, among many other things, all the Port Chaplains in the United States and means of contacting them.

Mission to Seafarers Loneliness, danger, separation from loved ones -- these are just some of the concerns seafarers may face.  The Mission to Seafarers, a charity of the Anglican Church, is a worldwide presence offering help and support to seamen.

US Coast Guard Regional Examination Centers (REC) Listing of the Regional Examination Centers.  Note that effective 1 May 2007, three RECs -- Juneau and Anchorage in Alaska, and New Orleans, Louisiana -- have had their operations centralized to Martinsburg, West Virginia.  While no evaluations will  be performed at these ports, the ports will accept applications and administer examinations.

TWIC The TWIC (Transportation Worker Identification Credential) program provides a tamper-resistant biometric credential to maritime workers requiring unescorted access to secure areas of port facilities, outer continental shelf facilities, and vessels regulated under the Maritime Transportation Security Act (MTSA),  and all U.S. Coast Guard credentialed merchant mariners.   All mariners are required to hold a TWIC by April 15, 2009.

Government Printing Office (GPO) The U.S. Government Printing Office disseminates official information from all three branches of the Federal Government.  The site maintains an Online Bookstore, an amazing source of information.

Code of Federal Regulations (CFR) The Code of Federal Regulations is issued annually.  Titles of most interest to mariners are 46 (Shipping), 33 (Navigation & Navigable Waters), 47 (Telecommunications) and 49 (Transportation).

Federal Register The Federal Register is generally the first notification the public has of proposed and enacted rules and regulations.  It is published five days a week.  Skim the “Table of Contents” of an issue to find what is happening, will happen or has happened, for instance, in the Department of Homeland Security, the department primarily concerned with maritime matters.

United States Code US Code Title 46 -- Shipping Parts A through J pertain to the mariner.  These laws have been generated in large part for the protection of seamen and it is the expectation, if not the reality, that seamen should be familiar with their rights and responsibilities.  If your enthusiasm for reading law is limited, concentrate on Parts A, D, E, F and G.
