NARA (the National Archives and Records Administration) describes the evolution of a catastrophe or potential catastrophe to a regulation in the accompanying diagram. Three of the four phases of the process — Proposing, Commenting and Issuing — are usually required to be documented in postings to the “Federal Register.” The final issued regulation appears in one of 50 titles of the Code of Federal Regulations. Of those 50 titles, three have particular bearing on mariners: 33, 46 and 49. As new and pertinent regulations are issued, we will post them here.
